If you love in an HOA you will need to read there bylaws to see if they allow it's members to have chickens.

San Antonio, Tx allows for you to have up to 3 chickens without a permit and you can also have a rooster:)

Municipal codes aren't fun to read, but they will have the info you need if you take the time. The part I don't know is if counties can have some overriding requirement not covered by cities, towns, etc. I'm in the process of researching this.
